Upload failed due to failure writing temporary file.

I'm receiving this error message for people trying to use a URL for their signature pictures and avatars - 'Upload failed due to failure writing temporary file.'

I read 2 posts here at vbulletin to fix this problem (for 3.7 and older) but nothing is working for me, most likely because I'm a newb .

I'm using a VPS and I checked the settings and PHP Safe Mode is set to "Do Not Change" and I tried to change it and it reverts back. I created a tmp folder where my index page for my entire site sits (in httpdocs), chmoded it to 777, when into AdminCP and turned on "safe mode Upload Enabled". then I checked to to do something with the Safe Mode Temporary Directory and it already had a /tmp path.

Any suggestions on what I'm doing wrong?

Enable phpinfo in the Admin CP, then provide the URL to your forums. This may help us troubleshoot this problem.

Admin CP -> vBulletin Options -> Server Settings and Optimization Options -> Public phpinfo() Display Enabled

I've run into this problem when running out of diskspace.
