Is it possible to use thread tags to limit what is picked up by vb's rss feed? I know it can be done by forum (i.e. /external.php?type=rss&forumids=2,8,11). Thanks!

There is no tag parameter like that for the external feed. Custom code is required. If you have some coding ability then you can post on www.vbulletin.org for help with this.
