IPB equivalent mod for VB

I was a member of a board that used IPB seveal years ago. They had a mod that allowed members to change the usertitles of other memebers. It was all recorded on a page so you knew who "got" you. I posted this on vb.org with no response. Has anyone heard or saw this type of thing running on a vb site?

I have never seen an addon like this. It shouldn't be very hard to program if you can find some one willing to do the job. There is a paid requests forum over on www.vbulletin.org.
