Problem with Custom Avatar Thumbnails stored in DB

Hi I am running 3.8.0 on a development server, when I upload a custom avatar as a user, the thumbnail does not get stored in customavatar.filedata_thumb

The regular avatar stores fine. Any ideas as to where I should be looking for problems?

I noticed the same problem with my Social Group icons.. they store in the database under socialgroupicon.filedata but socialgroupicon.thumbnail_filedata is empty
