Update Frequency of New Posts / New Threads Page

I have noticed that this gets updated roughly every 30 minutes. What controls this update interval? If I wanted to change it, would that require a PHP edit or is there something in the scheduled task manager that performs this update? Thanks.

It updates instantly for me on every vB site I visit (as it should).

Thank you for the quick response. It turns out that this delay was being caused by an undesirable interaction with a custom plug in. All fixed now.
