After upgrading I lost months of posts and the whole site reverted back about 8 months. How do I load the back up file to restore it?

Upgrading would not have done this. Something else happened.
You need to restore a backup of this database from prior to this upgrade attempt. The only reliable method of restoring a database is with shell access via telnet or ssh. This is because restoring with a PHP script like that in phpMyAdmin can result in PHP timeout errors and an incomplete database. Please see the instructions here:
