A moderator function problem I'm having

The problem is the moderators are always moving topics and using the "Leave Permanent Redirect" tool.

Is there anyway to turn that completely off, where people cannot choose this?

You can manually edit this template to remove that option:

Admin CP -> Styles & Templates -> Style Manager -> « » -> Thread Administration Templates -> threadadmin_movethread
