New Notification to replace Email notification

Hello,

One of my users is not wanting to receive instant email notifications, when there is a new reply to one of the threads they're subscribed too..

To create a notice, like you get when you get a new friend request, what would be the best approach to create an automated notice he can see that his subscribed threads have new replies..
"Using Add New Notice and the Email reply template modified?"

Would this cause issues in other areas?

The front page of the User CP lists all subscribed content that contains new posts since your last visit. For example:

http://www.vbulletin.com/forum/usercp.php

But there is no notification feature for these new posts similar to friend requests.
