Is there a way to go back to see IP addresses of registrants you have denied access?

Everybody that registered, has an IP.

admincp > users > search users > find the user > their profile page has an IP for registration.

Each posted post also has an IP - if logged.

The problem is the person tried to register and was denied. So they no longer show up in my user list. Is there a way to go back and see all users have registered...even if they were denied?

If you moderate new users and deny them, their records are deleted from the database. There is no way to see what IP address a deleted account used.
