I downloaded and upgraded from 3.8.1 to 3.8.3.. everything went smoothly and as normal I was redirected to the admin page where I noticed that the message to update was still there. Also on the footer of the forum it does not show the new version but the old one. How to fix it?

That means you did not upload all the 3.8.3 files. First reupload all the 3.8.3 non-image files. Make sure you upload these in ASCII format, overwrite the ones on the server, and that version 3.8.3 shows in the upper right-hand corner of the page.
