When the Blog was created was "Automatically parse links in text" checked? It is a general setting. If it is set to No, then links won't be parsed regardless of the usergroup.
You can edit Blog Settings by clicking on the Gear Icon under the Blog Icon on its page.Translations provided by Google.

I actually have three blogs on this site.
An administrator should be able to make the blogs and transfer them. Just go to the domain.comblogadmin/create/settings url on your site.Translations provided by Google.
