Everything is based on GMT or UTC. That is the only way to try and accommodate all time zones. When displayed we try to adjust for your time zone. However, it doesn't always work. Even vBulletin 4 exhibited these issues during daylight savings shifts. These calendar issues were one reason why Events were dropped from early versions of vBulletin 5. They were added in only due to customer demand.

It does but it is based upon the server time. In my experience most servers run on GMT because they are servicing all parts of the globe. I agree it should be a one step process to set the time for each user but even that's not possible based strictly on time zone since not all fifty states follow DST.

    Could be thanks
But it should still propagate with what the user has the time zone and DST set for in their own profile settings IMO It should not be dependent on a time zone 5 hours ahead of mine

The server is probably on GMT.
