Ive tried uploading short (30 seconds) video clips from my iPad library. It never works, it seems to be working but never finishes. Can Vbulletin support video uploads? How?

Not explicitly no. It should upload but it won't embed, it will just be an attachment and will rely on being downloaded and played in whatever player the end user happens to have.
If the upload is failing then it's more of a server issue, but in truth vBulletin isn't designed to do this. You're better uploading them to YouTube and embedding the resulting video in a post.MARK.B

by CarrfixrIs there a way for users to upload a video from facebook or their mobile device onto the forum? The only way I know of now is to upload it to youtube first....

by oxrageousI just upgraded to 5.1.2. You can embed a YouTube video, but when you click on it it either disappears or appears as a black screen (no audio either). I tried it on multiple browsers with the issue....
