is there a master ad location aside from ad header? I want to place the ads like below navbar.

This requires a template hook which is not allowed in vBCloud. But if you only want it on one page, you could do it with an Ad module. You could also add it on every page using an Ad module but you have to edit every page and manually add an Ad module on the page.

We want to have an Ad at the top of each page, whether that is the home page, the channel page, or inside topics etc.
