They need access to the Messages Page. If you've made changes to the permissions of the Specials channel and its children, undo them. -
Configuring registered users to be able to subscribe to forums
Does anyone know where I can set the permission for a registered user to be able to subscribe to a forum. When a user currently tries that they get an error message: Error: Sorry, you are not authorized to view this page
Any help much appreciated.

currently, all channels use the same authorization settings set in the upper most channel (authorizations are inherited everywhere).

I just created a fake normal user. This user is showing as a Registered User and is logged in, but cannot view posts or create topics or replies. The system says he's logged in, but acts as if he's not....Mon 10 Dec '12, 5:34pm
