Is there a way that I, as administrator, can subscribe multiple members to various topic or forums? Can I make it a default and then still allow them to unsubscribe?

I have been thinking of using the Notices Manager feature to generate a welcoming message to members who have not posted in our forum for more that 90 days and who have more than 1,000 posts.
