With vCloud can the forum administrator receive email from users or the general public if it addressed to administrator@<myforum>.com?

As your domain wasn't registered through us, you have complete control over your email accounts. As long as you have an email service outside of vB Cloud and that address is setup, then yes you'll be able to receive via there.

Interesting... yes, it is working through the former hosting provider. But that will expire. I moved my web site to vBulletin Cloud... Can I get that email address moved to vBulletin ?

We do not provide email hosting at this time. However, there are many services that provide email hosting. Your domain registrar may already provide email access. I know hover.com does. If they do not, there are commercial varieties of Gmail and services like Fastmail that will provide email services.
