i would like to start new forum but what kind of hosting should i be looking at for new forum.

It is normal to start with cheaper "shared" hosting and move to vps then dedicated servers as your community expands.

Hard to put a definite number, with all the overselling, hosts limit the usage of CPU and some times shared hosting can take as much load as a medium VPS. You should be okay till you have 30-50 users online at a time - just an assumption. The point is, stop worrying about hosting for the time being and work on getting some traffic. Changing / upgrading hosting is not hard, but getting traffic is - especially for a new forum.
