Is this forum active now? If so do you have any hacks/mods? Whats your budget?

You may try shared or reseller hosting. Take a look at www.webhostingtalk.com for detailed reviews of hosts.

Any specific reason for going with webhostingpad ?
Initially you can consider shared hosting as your forum is not yet up and it may take some time to get more popular thus shared or VPS would be sufficient for you. You can also post your requirements with budget at webhostingtalk.com i am sure you will get better deal over there.

            My personal recomendations are:

            1. ASmallOrange if you dont need much resources.
            2. Liquidweb if you dont mind paying for a great service.
            3. Hostgator if you need more resources, reasonable price.
