That CPU performs really well under stress, a single cpu (it is dual core anway) will do just fine. 2GB ram is recommended, and perhaps even 4, especially if you go 64bit os. Which I don't recommend at this point. But that choice is yours. 250gb hdd is enough, but I rather see you use two separate drives, so you can store or run the mysql database / server from one drive and the web server and files from the other. This way you can load balance internally over 2 drives and have less wait queue perhaps. A high VPS account might do the trick, but seeing it are 400 online users and 1200 posts per day a dedicated solution is def. recommended.
I'd go check out steadfast, theplanet, softlayer, or any of the other well known and 'long in the business of hosting dedicated servers' over any newcoming company, if not only to ensure you of experienced staff for both setting things up, support and endurance of your community experience.
These stats, are they daily? If so, perhaps it is worth considering to get 2 web servers, and have the database and stored files on one, and cross backup between the two. A bit more, but better and smoother experience.
