    There is also another similar program, called WAMP (which stands for Windows, Apache, MySQL, and PHP). It is currently at version WAMP5 1.7.2.

    You will find WAMP here:

    http://www.wampserver.com/en/

    Either XAMPP or WAMP will install all the software you need on your windows machine to run vBulletin from localhost.

    you'd have to install at least 3 applications: apache, PHP, mysql.
    to be able to work with mysql normally you would also need phpmysqladmin

    then you'd be able to run your board on your PC as a 'localhost'
    (also suitable for testing and development)

    however, it is highly advised NOT to go 'live' online with that PC unless it contains nothing important outside the forum etc; such a simple install will be highly insecure (full of security holes).
