I have a vision

I have a vision but I have no idea how to do it.

Picture this... a list of links... and whenever the mouse hovers over a particular link it gives an explanation in a seperate area below the list of links.

What do I use to do this, and could anyone give me specific code/examples?

Is this for your own .html page or is this for your forum?
In vBulletin, you can do this with bb_code probably.
In html you can use xhtml/css tricks , layers or javascript.
