Banned unregistrated visitors?

I sometimes get messages from people claiming the get the 'you are banned' message while at the same time not being registrated. Is this possible?

This might happen if you have banned an IP range on your board.

Allot of times this happens also if you have banned someone who uses AOL. The ip's there are reused so the next person who gets that IP and visits your board will then be banned. Happens all the time.
