vBulletin is a commercial package, which costs money.

You can goto google.com and search for other bulletin board systems (like invision board or phpBB etc) which are freeware.

If they have the same extended and full features, support and community, flexibility and able to handle big-ass sites, as vBulletin is the question. But it is a good start untill you can afford a commercial package like vBulletin.

            Good luck!
