is there such a program that limits the max connection speed of a PC?

There is some odd Windows process that, on high-speed connections, reserves 20% of your bandwidth for it's own little thing, there's a way to disable it.. haven't figured it out yet.

Actually, I want to limit the connection. I have a small intranet and wish to limit the limit on each PCs so that I can browse the website freely even the other PCs are downloading or something.

So, I am asking if there is such a program that limits the maximum connection speed on a PC.

Ooh, I thought you wanted to speed up the connection as much as possible by removing all programs that do limit the connection.... Anyway, I don't know about any progs that do that.

You should look into a caching proxy server for a small network. A couple of programs that might work for you include Wingate and Winproxy.
