So Gossamer have now come out with a version of LinksSQL which has a "php front end" (I assume by that the backend is still Perl).

Does this mean anything regarding possible integration with vBulletin?

Actually I would think PHP front end means all PHP with a mysql db backend. No perl. Unless it is a perl wrapper like UBB did.
