They didn't focus on adding new features for the forums, vb 4.0 is above all about creating a tableless vb. They also made it easier to customize to your own taste. Personally I think vb already is very rich in features, so the fact that they focussed more on the html code and also SEO is exactly what was needed. But if you look closely you actually will find several new and improved features.
