Transfer licence after sale?

Anyone please tell me how I go about transferring an eligible licence to another person who has purchased it?

Your account has no vbulletin licenses, the last one seems to be transferred in March. And I do not see any pending tickets where you get no reply to, in regards to a transfer.

I have a valid owned licence - my first ticket has received no reply but my second, recently submitted, has had a response from Steve Machol. Ownership has been confirmed and the transfer is now proceeding.
