Actually, that's a crappy way to avoid it, because it means that you can't send welcome PMs to new members. I've suggested that send and receive PM permissions be separated, but it's anyone's guess if this will ever be implemented.

Actually, I do think the welcome PM is sent anyway - need to check that.

In any case, for me the security is more important than the feature.
