        1) The animal is not hunting his own food. Probably no fish in the local waters anyway.

            Seagulls have always been opportunists. They frequently scavange for food where ever it is easiest to acquire.

            If you've ever been out in a boat on the ocean and are fishing, you will generally find gulls hanging around seeking to "nab" a snack or two. Besides, when they actually fish in the ocean, they also become "food."

            Great many of them have frequently taken up homes far from the Oceans and eat whatever messy humans leave behind or out in the open.
