Voice record/podcast question

I am considering recording my town's council meetings and hosting the recordings on my forum. I might also do a separate meeting "highlights." I'd like to know if anyone has recommendations for voice recorders, software, and possibly external microphones. Will probably have additional questions based on the answers I receive.
