Oh wait I searched Wikipedia... I found the answer:
James Limm and John Percival and there is the story of vB.
Cool... I would like to create a board like vB
      I found interview too:

            I thought John was a co-founder!
You're spending millions of dollars on a website?!

Read a few PHP/MySQL books and use James as your inspiration and I'm sure you will get there!

vBulletin only started off as a small forum function.

phpBB is harder than what you think it is to make.

I know it started like Perl(bleah!) but phpBB hard??? v3.0 Olympus copy IPB and vB with the calendar and birthdays.

                        I can't buy it because:
                        1. Is to expensive
                        2. I'm 13 years old and my parents will never give me their CC for a WWW Software.
                        3. I can't find an Interview with James Limm.

Compare to a few other solutions like UBB Threads, UBB.Classic, IPB or Digiposts or even Lithium. They cost a LOT more than vBulletin.

As for a credit card, why not just goto your local bank, setup a checking account, and get a debit card? This way you can use it for online transactions. It works just like a credit card, except it pulls money out of your account.

Later Edit: Look I found this! http://www.epay.vg/index.php?rubric=debit_cards

If you buy an owned license, you can run it for life. The renewal access is to allow you to download newer versions of vBulletin.

Leased licenses require an annual renewal.
