Complete redesign. 
Okay for those of you who are having fits looking at my source code please reconsider that IE and netscape handle layers TOTALLY different. For those of you who can make a better css code layout AND preserve the formatting of the forum without hacking EVERY template I beg you to enlighten me dumb self. I love clean code but I just couldn't get away with it this time around. Also, though I did include a noscript tag to handle those without javascript I obviously can't cover all the users/browsers unless I get vb2.
I really don't want to toil again with the style sheets since I believe this is as good as it gets on the two major browsers.
Btw I tried encapsulating the darned thing in tables with background tags and that turned into this. (look at it in netscape.
Apparently netscape repeats backgrounds in each cell of a nested table irregardless of whether the nested cells have background/color attributes set.
