There are a few out there that integrate with vBulletin:
PHPPortals: www.phpportals.com
Pretty good. More of a combonatiopn of PHP Nuke and vBulletin. Haven't seen much in the way of improvements on that one in a while though.
SiteWorks Pro: www.siteworkspro.com
Integrates with vBulletin a little bit. Good software for information sites. Response from support seems to be lackluster though, and they dont have any other means of support either (such as forums). They havent updated in a while either.
NePHP: www.nelogic.com
Very nice piece of software, but a bit on the pricey side though ($499). Version 4.0 is said to be fully integratable with vBulletin. It uses templates and modules which is very nice, and the WYSIWYG interface is a nice feature as well.
Those are about all of the ones that I have been able to find that integrate with vBulletin.
