How do I change the font and font size of this phrase on the forum page:

also if it is possible the place for the font type on topics titles on the forum display page

You may be interested in this article to help you find stylevars yourself - How To: Find the correct StyleVar/LayoutVar to edit

The font color and size for that description is done in "#pagetitle .description" so try a Search in Templates for that to find the stylevars.

I'm stumped by this phrase as well. I know where to change the font, color, etc. but where would I change the actual text?

Search Phrases for "welcome to the" and you get the "welcome_to_the_x" phrase to Edit.
