I try to download english language from my forum. I want a clean start to translate vbulletin to swedish. The file I get is too small. I choose Vbulletin as product

How Can I get a clean file english that I can translate to swedish?

You already have the file in the vBulletin ZIP file from the Members Area:

upload/core/install/vbulletin-language.xml

If you edit this file directly, you will need to change the language settings at the top. Specifically the Language Name and the Type. For example:

Default: <language name="MASTER LANGUAGE" vbversion="5.7.5 Alpha 4" product="vbulletin" type="master">

Custom: <language name="Swedish" vbversion="5.7.5 Alpha 4" product="vbulletin" type="custom">

Failure to do this will corrupt your Master Language and remove English from the system completely. This can cause problems with future upgrades.

You must also maintain the <![CDATA[ ]]> tags around each phrase. I recommend not using [ or ] in your phrases. If you need to use those characters, translate via the AdminCP.
