All language packs are provided by the community, we've only provided a German version of the software until recently but we are adding other languages shortly. That said, Dutch is not on that list.
You could always use this one as a base (for 4.1.3) and compare it to the 4.2.0 version, making any additional changes as needed:

The 4.1.3 version should be mostly ok, you may have to tweak it to account for minor changes and the new features though.Comment

We (we = stichting Nucia) are working on a professionally made translation for the latest version of vBulletin. As soon as it's available we'll publish it for everyone to download.Comment
