The only official Languages vBulletin is currently available in are English, Chinese, German and Hungarian. It would be quite unreasonable to expect vBulletin to be available in every single Language.
Any other Languages are made available by (very nice!) members of the vBulletin Community who have translated the vBulletin Phrases themselves.
The best I can find is a Pack available for vBulletin 3.6.5 here.
