What ver of vBulletin best for French and Spanish?

I just installed 3.7.0, but now I see the latest Spanish language packs support only 3.6.x. I wonder if I should install an older version of vBulletin so I can upload useable French and Spanish packs. Any ideas, and are older versions of the vBulletin product still downloadable?

I googled "vbulletin spanish language" or something like that and found a spanish pack that works with the latest version. Unfortunately I cleared the cache so I don't recall where I found it , but it's out there and it works.
