As per requested, here is the 3.7.0 version of the same thing.
Generally speaking, you don't really need this, as you can create a new language with MASTER LANGUAGE as its parent, and then simply set the encoding to UTF-8 for it (English doesn't require any conversion). But if for some special reason you need it, here it is provided as-is... you may need to go into the settings for the language to correct charset and left-to-right reading order yourself as the settings aren't attached (though, it should try to inheirit the default settings if I'm not mistaken).

Attached is a "custom" English language that is exact clone of the normal master language; but modified to use UTF-8 encoding.
If for whatever reason your forum becomes RTL reading after importing, simply go Admin CP > Languages & Phrases > Language Manager > Edit Settings (for the newly imported language) and change the text direction back to LTR.Tags: None
